Record of Decisions (RoD) of the Meeting of the Sub Committee for the Closure of RAF Scampton, 24 Feb 22,

Present : Councillors C Sneath, C Bulteel, M Newham, J Rumble, T Somerville

1. Current Situation - Cllr Bulteel explained that some progress had been made with regards to attendance at meetings with LCC, WLDC and DIO. The next meeting is scheduled for 30 Mar 22.  

2. Central Lincolnshire Local Plan (CLLP) - The local plan was reviewed and the points applicable to Scampton discussed.     

3. Neighbourhood Plan - The possibility of developing a Scampton Parish Neighbourhood Plan was discussed. It was agreed that the Scampton PC should apply for permission to produce a Parish Neighbourhood Plan. Cllr Sneath would complete and submit the application.  

4. OpenPlan - CLLP Policy S75 was discussed and the proposal for the site (RAF Scampton) to retain and reflect its historic character and preserve and enhance heritage assets and their settings, noted. Cllr Rumble was asked to research the status of the OpenPlan recommendations regarding their acceptance or rejection by WLDC.  

5. Community Assets Register - It was agreed that Cllr Bulteel would investigate the possibility of nominating some of the existing green spaces at RAF Scampton as Assets of Community Value.

6. Ground Maintenance - Cllr Somerville was asked to research current costing for ground maintenance at RAF Scampton. This information is required to underpin future PC Precept requests. 

7. Married Quarters - MOD plans for the retention of existing service accommodation have still to be confirmed. It is hoped that more information will be forthcoming at the meeting on 30 Mar 22.    

8. Management Companies - The current status of adopted/non-adopted roads and management companies was discussed. Cllr Newham was asked to research these and report back at the next Sub Committee meeting. 

9. Queen's Jubilee Trees - To celebrate the Queen's Jubilee, it has been suggested that the RAF might provide funding for trees that would be planted on the main open area to the west of the Station Gym, Allotments and Football Pitch. Whilst this is directly linked to the future use of the existing Green Areas at RAF Scampton, the matter will be discussed at the main PC meetings.    

10. Way Forward/Public Meeting - It is hoped that, following the meeting on 30 Mar 22 and receipt of the information outlined in these RoDs, a public meeting can be held to inform the community of status of plans for the future of RAF Scampton. This meeting is likely to be held, late  April, early May 22, TBC.
