DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 3 SEPTEMBER 2026 AT BSA HALL, AISTHORPE

ATTENDANCE: Cllrs. Bulteel (In the Chair), Sneath, Newham, Patterson, Quincey and Somerville, together with Brian Elliott (Parish Clerk) and 2 members of the public.

APOLOGIES – Apologies for absence were received from Cllr Thompson.

DECLARATION OF INTERESTS – There were no declarations of interest.

09.03-01 MINUTES – Cllrs Bulteel and Sneath proposed and seconded ratification of the previous meeting's minutes, which were approved for signature.

09.03-02 HIGHWAYS– Grass cutting had now resumed but help from West Lindsey District Council (WLDC) may be needed to tackle weeds on Scampton Way if the routine weed control (and current “Fix My Street” activity) proves inadequate. Possible fly tipping on a minor road seemed to have been resolved and it was hoped that the flooding problems in High Street were on the way to being so.

09.03-03 LITTER PICKS– The next main litter pick will be on 6 September and the new bin for Scampton Cliff has been ordered - at a possible cost of £120.

09.03-04 ENERGY – A proposal by Cllr Bulteel (seconded by Cllr Patterson) was agreed that allowed a new street lighting contract to be sought, provided it explicitly terminated if the lighting equipment changed ownership. Discussions on that possible change of ownership would continue in parallel. To allow it to happen, though, conversion to LED lighting was needed and an expression of interest for a grant for that work would be submitted to WLDC.

09.03-05 INSURANCE – The additional insurance premium had now been paid and, in addition, Cllr Bulteel was authorised to complete the paperwork necessary to create a new policy allowing up to 5000 attendees at our social events - operative, ideally, from November.

09.03-06 NEIGHBOURHOOD PLAN – Provided that the administrative arrangements had not changed, it was hoped that the next consultation period needed for the Neighbourhood Plan would begin shortly.

09.03-07 DEFIBRILLATOR – Further costs were now arising connected to the Scampton Cliff defibrillator and Cllr Sneath was authorised to approve expenditure up to a project total of £2000 to complete the installation. Cllr Bulteel proposed and Cllr Somerville seconded.

09.03-08 FUTURE OF SCAMPTON – Nothing further has been heard about the sale of the former RAF site.

09.03-09 COMMUNITY SOCIAL EVENTS – Cllr Newham was authorised to handle the final organisational and food vending arrangements for the 14 November Christmas Fair including setting up a planning meeting on 2 November. Arrangements were also agreed for the Film on 28 November. The May Fair depended on approval from whoever then owned the site but plans for a photoshoot for the Military Vehicle Trust in October were noted.

09.03-10 POLICIES – Polices in respect of Health & Safety, Grievances and Councillors Expenses were reviewed and renewed.

09.03-11 QUEENS CANOPY – A decision to proceed with the project to replace Queens Canopy trees in 2026-27 must await a response from the Home Office.

09.03-12 AIR CREW STATUES & BENCHES – Pleasingly, sites for up to eight benches had been agreed by the landowner but results of a grant application and budgetary constraints would guide whether phasing between years is needed. Meanwhile details on installation costs would be assembled.

09.03-13 INFORMATION TECHNOLOGY: Cllr Somerville and the Clerk would liaise about using the Village Hall VA equipment for Parish Council business - which may involve acquiring additional equipment.

09.03-14 DISTRICT COUNCILLOR REPORT: Cllr Patterson reported on the change to unitary authorities and about potential problems with the number of councillors per ward.

09.03-15 OPEN FORUM, WEB PAGES & SOCIAL MEDIA, FUTURE PLANS, HEALTH & SAFETY and COUNTY COUNCILLOR REPORT:  Nothing to report.

09.03-16 CORRESPONDENCE – Apart from routine newsletters, the main correspondence concerned (a) joining the Rutland and Lincolnshire branch of the Council for the Protection of Rural England, (b) circulating an information notice from a provider of First Aid Training, (c) Lincolnshire County Council’s offer of winter salt bags, (d) the deferment of grass cuts, and (e) notice of temporary local road closures.

Councillors accepted (a) and (c), wanted more information about (b) and noted (d) and (e).  

09.03-17 FINANCE – The sums in the Schedule were noted and, where necessary, approved on a proposal by Cllr Patterson, seconded by Cllr Sneath. The meeting also considered the first draft of Budget proposals for 2027-28 and accepted its broad shape of £9000 in routine recurring expenditure, an ambitious programme of one-off projects and, consequently, a precept held at £24,000. That approval will be developed into a detailed Budget Plan for the next meeting.

09.03-18 PLANNING – An application for a temporary classroom at Scampton School had been approved and enquiries have been made whether planning consent is needed for a new Airbnb in Scampton Village.

09.03-19 NEXT MEETINGS – These will be on 1 October and 5 November.

There being no further business the meeting closed at 8.35pm.
