MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 5 SEPTEMBER 2024 AT BSA HALL, AISTHORPE AT 7.00PM
ATTENDANCE: Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Newham, Patterson, Somerville and Thompson with Brian Elliott (who had agreed to take the minutes) and three other members of the public.
APOLOGIES –Apologies for absence were received and accepted from Cllr Rumble and, for an expected late arrival, from County Councillor Butroid.

Members of the Council were reminded that at any time during the meeting they could declare an interest.
0905-01 OPEN SESSION – After expressions of gratitude for the Parish Council’s active involvement for the successful campaign against asylum seekers being accommodated at the old RAF Scampton site, the main purely local issue concerned the bus shelter opposite the church. The close inspection of the shelter will be included in a walkabout by Cllrs Somerville and Sneath. With advice, the cosmetic improvements to the bus shelter will be discussed and bought back to the Parish Council for a decision. It was decided, in anticipation, to seek prices for painting or treating the woodwork - with a natural wood finish as the preferred option.

0905-02 MINUTES - The minutes of the 11 July meeting were approved for signature – with Cllr. Bulteel proposing and Cllr Newman seconding.
0905-03 VILLAGE SIGNS – Nothing new to report on this subject.
0905-04 LAW ENFORCEMENT AND SPEED AWARENESS – Cllr Sneath reported that a speed check had been carried out at Scampton Cliff with 126 vehicles monitored and one offender detected. Data was currently being assembled from the equipment in Scampton village.
0905-05 LITTER PICK – A litter pick has been organised for 8 September from 10 to 12 noon.
0905-06 WEB PAGE AND SOCIAL MEDIA – Nothing new to report.
0905-07 HIGHWAYS AND FOOTPATHS – A “village walkabout” had resulted in 16 areas being reported to the County Council for action but options on the “cut through” by the church would be considered later in the meeting (see Item 0905-17). Meanwhile, drainage cleaning seemed to be under way on Scampton Cliff.
0905-08 FUTURE OF SCAMPTON – After the very welcome Home Office announcement that day about the RAF Scampton site, meetings would be organised with Scampton Holdings to clarify their exact intentions.
Also requiring clarification was the future of the gym on that site. Meanwhile, it was proposed by Cllr Patterson and seconded by Cllr Somerville that a sub-committee should be formed (with co-options if necessary) to establish where heritage items from RAF Scampton are and to recover them where possible.
0905-09 DISTRICT COUNCILLOR - Cllr Patterson expressed warm appreciation for the pro-active approach taken, in conjunction with the local MP and District Council, by the Parish Council on the Asylum Seekers accommodation - often in the face of stiff Central Government opposition.
0905-10 IT REPORT – Cllr Somerville reported that all equipment was in place and tested but decisions were needed about the amplifier. On a proposal by Cllr Bulteel (seconded by Cllr Patterson), it was agreed that a £120 honorarium should be paid on the completion of the work.
0905-11 NEIGHBOURHOOD PLAN – This is now in abeyance pending West Lindsey Council’s decision on who should be engaged to work on the project.
0905-12 HEALTH AND SAFETY – A new report would be compiled but Councillors were asked to consider whether changes are needed to the current version which is on the website.

0905-13 COMMUNITY SOCIAL EVENTS – Action was needed to finalise the vendors for the 30 November Christmas event once Cllr Rumble returns from holiday.
Action: Cllr Rumble.
0905-14 POLICIES – No reviews of policies were needed until the next meeting.
0905-15 JUBILEE TREE WALK – Work on this should be deferred until the future of the site had been resolved.
0905-16 FUTURE PLANS – Ideas for community skips were considered in detail and it was agreed that prices and availability should be checked for three strategically placed skips on the week-end of 28-29 December.
Action: Cllr Thompson.
Cllr Butroid joined the meeting.
0905-17 COUNTY COUNCILLOR – The main discussion was about highways where (a) Cllr Butroid agreed to investigate action on the “cut through” by Scampton church, (b) a meeting was needed about the public footpath near 617 Court and (c) pressure is still needed to be exerted about the adoption of roads on Scampton Cliff.
0905-18 CORRESPONDENCE – Items considered included (a) thanks for a Youth Club donation and (b) suggestions for better access from Scampton Cliff onto the A15 (which the Council supported and felt should be pursued with the County Council).
Items which it was felt could not be pursued further included more 1940’s re-enactment activities, Sovereign play equipment, sites for Pop-up traders and stickers for wheelie bins.

0905-19 FINANCE – To bring Parish Council records up to date, it was proposed by Cllr Bulteel and seconded by Cllr Patterson that the payments shown on the attached schedule should be approved.
0905-20 PLANNING –There were no objections from the Parish Council to the proposals for extra dormer windows at Whitegates 19 High Street Scampton (Planning Application WL/2024/00598).
