DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 3 OCTOBER 2024 AT BSA HALL, AISTHORPE AT 7.00PM

ATTENDANCE: Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Newham, Somerville and Rumble with Brian Elliott (who had agreed to take the minutes) and two other members of the public.

APOLOGIES –Apologies for absence were received, and accepted, from Cllrs Patterson and Thompson.

REGISTER OF MEMBER’S INTEREST

Members of the Council were reminded that at any time during the meeting they could declare an interest. Only one declaration was made (see item 1003.21 below)

1003-01 OPEN SESSION – Three points arose from this session (a) lighting at Trenchard Square, (b) trying to prevent south-bound traffic turning right from the A15 into the Showground on events days and (c) improving contact with resident groups now the fate of the former RAF camp on Scampton Cliff is clearer.  

Item (a) and (b) would be taken up with the District and County Councils while item (c) would be pursued informally.

Action: Cllr Sneath as to items (a) and (b).

1003-02 MINUTES – On a proposition from Cllr. Bulteel (seconded by Cllr Sneath), the minutes of the 5 September meeting were approved for signature as an accurate record.

1003-03 VILLAGE SIGNS – Councillors agreed to order new signs for Scampton village (at a cost of £675 + VAT each) with the Highways authority asked to approve their installation. This was proposed by Cllr. Bulteel and seconded by Cllr Newham. However, signs for Scampton Cliff must await approval of the name change.

1003-04 LAW ENFORCEMENT AND SPEED AWARENESS – Cllr Sneath reported on the latest speed check (185 vehicles monitored and 5 offenders detected). Help was, however, being sought on the overall presentation of speed monitoring data.

1003-05 LITTER PICK – A litter pick in early September had yielded five bags of rubbish, collected by the five attendees. The next  litter pick is on 3 November.

1003-06 WEB PAGE AND SOCIAL MEDIA – Everything is currently up to date.

1003-07 HIGHWAYS AND FOOTPATHS – Special attention was focussed on this topic as it is considered fundamental to Parish Council activity.  Recent repairs requested from the County Council were noted and their success will be monitored. The County Councillor will be asked to attend the next meeting to discuss other highway issues such as Showground traffic (raised at Minute 1003-01 above) and including the deteriorating condition of the A15/Tillbridge Lane roundabout.

A meeting to discuss the footpath at 617 Court will be held on 15 October with Cllr Rumble attending if the Charman cannot. In addition, efforts will be made to restore the grit bin where Scampton Way meets the A15, although suggestions for an overflow salt store at the Village Hall will not be taken up.

1003-08 BUS SHELTER – An inspection revealed that external cleaning, rather than repainting, is needed but quotes for work on the shelter are still awaited. 

1003-09 FUTURE OF SCAMPTON – Little can happen with the former RAF site until Home Office uncertainty over disposal arrangement are resolved. Equally, Scampton Holdings next steps are not yet clear but West Lindsey Council are dealing with issues about the positioning of CCTV cameras.

1003-10 NEIGHBOURHOOD PLAN – This remains on hold and may, eventually, need to proceed in conjunction with West Lindsey Council’s own planning strategies.

1003-11 IT REPORT – Cllr Somerville outlined the current thinking for IT equipment at the Village Hall including a wheeled container or the amplifier, but the revised insurance requirements these acquisitions involve needs to be considered.

1003-12 HEALTH AND SAFETY – A new policy is needed to cover the use of the Village Hall.

1003.13 ENERGY REPORT – National Grid are inspecting reported damage to Lampposts 14 and 15 but, more urgently, action was needed on the lighting at Trenchard Square (Minute 1003–01 above).

1003-14 COMMUNITY SOCIAL EVENTS – In total, 20 stalls have booked to attend the 30 November Christmas event and Cllr Rumble stressed that help would be needed that morning as significant setting up activity is required.

1003-15 POLICIES – Polices in respect of Complaints, Access Requests and Public Participation were all reviewed, but no changes are needed.

1003-16 JUBILEE TREE WALK – Once again, decisions are needed on the future of the land before action on these trees could be formulated.

1003-16 FUTURE PLANS – Although community skips would not be available between Christmas and the New Year, their use could be organised for Friday 3 January or over the weekend of 4-5 January.

1003-17 DISTRICT COUNCILLOR - Cllr Patterson was unable to attend the meeting but had no items he wished to raise.

1003-18 COUNTY COUNCILLOR – The County Councillor was not at the meeting.

1003-19 CORRESPONDENCE – Items considered included (a) the siting of litter and dog waste bins at the south end of Scampton village, for which a meeting with the resident concerned would be arranged, (b) North Lincolnshire Western Front’s remembrance service – at which Councillor Sneath will represent the Parish Council, (c) CIL income and the need for confirmation precisely where the money could or could not be spent, (d) a note from the auditor about how large precept changes should be documented and (e) Parish Council content in Village Venture where participation would be considered positively once it was confirmed that the magazine would be delivered to the whole of our parish.

Action: Cllr Newham - organising replies.

1003-20 FINANCE – It was proposed by Cllr Bulteel and seconded by Cllr Somerville that the payments shown on the attached schedule should be approved. In addition, the payment of £50 for a remembrance wreath was agreed and the need for discussions with the County Council on grass cutting grants was noted.  

1003-21 PLANNING – It was decided that the Parish Council would object to proposals for eight semi-detached houses at Westmoreland Avenue (Planning Application WL/2024/00714). The grounds were the increased traffic through a single exit onto the A15 and that piecemeal planning approvals could impede the development of a coherent plan for the whole of this strategically significant area.   

As a nearby resident, Cllr Newham declared a potential interest in this item and took no part in the discussion.

1003-23 DATE OF NEXT MEETING – The next meeting will be held on Thursday 7 November 2024 at 7.00pm in the BSA Hall, Aisthorpe.

There being no further business the meeting closed at 8.30pm.
