MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL

 HELD ON THURSDAY 2nd NOVEMBER 2023 AT BSA HALL,

AISTHORPE AT 7.00PM

 

ATTENDANCE   Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Patterson, Thompson, Newham, Somerville and Mrs B Young (Clerk). County Councillor Butroid and 7 members of the public were also present.

 

APOLOGIES – Due to holiday Cllr. Rumble sent her apologies. This was accepted.

 

REGISTER OF MEMBER’S INTEREST

Members of the Council were reminded that at any time during the meeting they could declare an interest.

 

2311-01 MINUTES

Minutes of the meeting held on 05.10.2023 were proposed by Cllr Bulteel, agreed unanimously and signed as a true record of the meeting.

 

2311-02 VILLAGE SIGN

Quotes had been received but it was decided to delay the making of any signs until the possibility of twinning with Möhnessee had been explored.

 

2311-03 LAW ENFORCEMENT AND SPEED AWARENESS

The latest figures from the Speed Indicators had been downloaded but further clarification/advice was being sought. Another Community Speed Watch was planned and PC Toyne would confirm his available dates.   Action Cllr Sneath                 

 

2311-04 LITTER PICK

The next litter pick was planned for the 26.11.23 and it was be posted on the webpage and Facebook.   Action Cllrs Sneath & Newham        

 

2311-05 WEB PAGE AND SOCIAL MEDIA

The cost of a new website was quoted as being between £2000 and £3000. More investigations would be done before a decision was made.   Action Cllr Newham
 

2311-06 HIGHWAYS AND FOOTPATHS

Highways had decided that there was no need for yellow lines at Scampton Way as there had been no evidence of need. Photos would be taken next time there was an event at the Showground, in evidence. The moving of the village speed signs was still work in progress by Highways.   Action Cllr Sneath

 

2311-07 FUTURE OF SCAMPTON

The Judicial Review had been held and it had been shown that the Home Office had not been revealing the full facts to people. They are choosing to ignore the stop notices, due to crown immunity. It was now proved that it was not cheaper to house asylum seekers at Scampton rather than in hotels. The Parish Council has now been excluded from the Multi Agency Forums which would be held on a 1:1 basis. The PC would continue to do what it could to oppose the proposals.   Action all Councillors

 

2311 -08 IT

A suitable amplifier for PC use has been identified and a vote will be taken on it next month.   Action Cllr Somerville

 

2311-09 HEALTH AND SAFETY

The Risk Assessment has now been added to the website.

 

2311-10 ENERGY

The work on the provision of the electricity and care for the street lights was still ongoing.   Action Cllr Sneath

 

2311-11 COMMUNITY SOCIAL EVENTS

In the absence of Cllr Rumble it was reported that another vendor had withdrawn from the event but a replacement was being sought, as was a marquee.    Action Cllrs Newham and Rumble.

 

2311-12 NEIGHBOURHOOD WATCH

There was nothing to report this month.

 

2311-13 POLICIES

The adoption of the Policies on Social Media, Donations and Grants, Freedom of Information, Health and Safety and Payment of Expenses to Council Members was proposed by Cllr Bulteel and agreed unanimously. They would be uploaded to the webpage.   Action Cllr Newham

 

2311-14 FUTURE PLANS

It was hoped that in the future, depending on how things developed, WLDC would gift a building as a meeting place for the community, providing the PC maintained it. It was proposed to buy two new defibrillators for Scampton and to plan a Dambusters memorial.

 

2311-15 DISTRICT COUNCILLOR

Cllr Patterson had nothing to report.

 

2311-16 CORRESPONDENCE

Ron Rowntree had written asking if it was possible to have a bus stop in Tillbridge Lane, near the college.   Action Cllr Bulteel

Kate Clewes -Garner had written about flooding in the village. Action Cllr Patterson

Four requests, by a member of the public, to the Home Office had been refused on the grounds they were not in the public domain.

 

2311-17 FINANCE    

It was proposed by Cllr Bulteel that a donation of £50 be made to the Royal British Legion.

Following the presentation of the budget for the coming year 2024 – 2025 it was proposed by Cllr Somerville that the Precept remail at £25,000 for the coming year.

 

The Clerk reported the following regular payments had been made:

      City of Lincoln Band                                     £50.00

      E-On (maintenance)                                    £143.40

      LALC (training)                                             £165.00

      Green Grass Contracting                             £168.36

      Additional Notice board                                £78.95
