  • MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 07.04.2022  AT 7.30PM AT THE BSA HALL, AISTHORPE

 

Present:  Councillors R Patterson (Chairman), C Sneath (Vice Chairman), C Bulteel, K Baggott, J Rumble, and Mrs B Young (Clerk). County Councillor Richard Butroid and one member of the public were also present.

 

Apologies – Apologies were received and accepted from Cllrs. M Newham and T Somerville. PCSO Julie McFaul also apologised and sent the following report for the past 4 weeks:

 

  • 3 x separate incidents of Fraud/Theft. 
  • 06/03/22 - 3 x motorbikes found near to RAF Scampton base – all reported as stolen
  • 2 x reports - Not in the public’s interest 

 

Register of Members Interests Members of the Council were reminded that at any time during the meeting they could declare an interest.

 

The Minutes of the Parish Council Meeting held on 3rd March 2022 were proposed by Cllr. Patterson, seconded by Cllr. Rumble and agreed unanimously. They were signed by the Chairman as a true record of the meeting.

 

Open session – Steve Ulyat reported that the new SID boards had arrived and were complete. He had hoped to erect them but the adverse weather had prevented this.

Cllr Butroid reported that an action group, which included Edward Leigh MP, had been set up to look at the solar farm proposed for the area. The group were objecting to the plans, as were WLDC as they had no say in the matter and LCC on the grounds of the loss of farmland. They were concerned about the lack of democracy in the process, the effect of battery storage, the fire risk and the chance that the promises offered would not be honoured. A public consultation would be set up later in the summer.

He also asked if there were any other concerns of the Parish Council and agreed to take up the matter of yellow lines to stop the parking at the beginning of Scampton Way, which caused safety issues, and the adoption of roads at the camp.

 

Speed Awareness/Speed Indicators/siting of the signs- We are still waiting for a pole to be erected at RAF Scampton for one of the SID boards. A speed monitoring session was held in Brattleby on 18th March. Of 314 vehicles that went past in the hour 5 were speeding.

 

Queen’s Trees – This was deferred until the autumn, as was now the wrong time to plant trees.

 

Litter Picks A litter pick was taking place at the camp on 10th April between 10.00 and 12.00pm and had been publicised on the Facebook pages.

 

Closure of RAF Scampton A public meeting was to be held soon.

 

Footpath and the Village Green – Steve Hudson had been contacted but there was no update so far.

 

Parking at RAF Scampton – More information would be sought before a letter was sent to the owners of the vehicle.

 

Platinum Jubilee Celebrations – These were progressing well and the next public meeting will be held on Wednesday 20th April at 7.30pm at Scampton C of E Primary School. All welcome.

 

Code of Conduct – The information regarding the New Code of Conduct was circulated to all members of the Parish Council on 3rd March 2022. It was proposed by Cllr. Bulteel that Scampton PC adopt the new Code of Conduct. This was seconded by Cllr. Sneath and agreed unanimously. Copies of the Receipt of the Code of Conduct were signed by all Councillors present and the absentees will asked to sign as soon as possible.

 

E-On Maintenance -  The Clerk had not contacted E-On until the matter of an electricity supplier had been solved.

 

Annual Parish Meeting – The Clerk had not yet received a reply from Pollyplatt School regarding the 1st June.

 

District Councillor’s report. – The new purple bins for recycling of paper and card were in the process of being delivered.
