MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 7 MAY 2026 AT BSA HALL, AISTHORPE

ATTENDANCE: Cllrs. Bulteel (In the Chair), Sneath, Newham, Patterson, Quincey and Somerville, together with Brian Elliott (Parish Clerk) and 2 members of the public.

05.07-01 ELECTION OF CHAIRMAN - On a proposal by Cllr. Sneath (seconded by Cllr Newham) Cllr. Bulteel was re-elected as Chairman and duly completed his Declaration of Acceptance of Office.

05.07-02 ELECTION OF VICE-CHAIRMAN - On a proposal by Cllr. Bulteel (seconded by Cllr Newham) Cllr. Sneath was re-elected as Vice-Chairman.

05. 07-03 APOLOGIES - Apologies for absence were received from Cllr Thompson

05.07-04 MINUTES – Councillors Bulteel and Quincey proposed and seconded ratification of the previous meeting's minutes, which were approved for signature.

05.07-05 HIGHWAYS– Disappointment was expressed at the reluctance of Lincolnshire County Council (LCC) to act on the speed and highway issues raised with them. Consequently, emergency services, the school and bus company will be asked to support changes to the dangerous exit from Scampton Way onto the A15.

As for grass cutting, the contractor was content with payment on an annual basis, and it was confirmed that Scampton Way and School Lane fall in the contract.

05.07-06 ENERGY – A competitive price for street lighting had now emerged from a new supplier. However, a meeting with the District Council is due shortly about participating in their scheme. That discussion’s outcome should allow the best way forward to be established at the next Parish Council meeting.

05.07-07 FUTURE OF SCAMPTON – Although this month will see an important deadline for the sale of the former RAF site, completion was still unlikely before November. However, the planned sale or rental of parts of the residential area was now almost complete.

05.07-08 NEIGHBOURHOOD PLAN – The Neighbourhood Plan working group have commenced detailed investigation work which will be considered at that group’s 11 May meeting.

05.07-09 COMMUNITY SOCIAL EVENTS – Final details were being put in place for the May fete but there was nothing new to report on the Christmas event.

05.07-10 AIR CREW STATUES – These statues, and the associated Scampton Cliff signs, are now in place with only minor modifications needed. The benches that form the rest of this initiative will be considered at the next meeting.

05.07-11 INSURANCE – The Council’s insurance is due for renewal on 1 June, but the latest Fixed Asset register suggests that the cover needs to be increased. Approval was given to proceed unless that involves a premium over £500, in which case, the Chairman and Vice-Chairman were authorised to make a final decision.

05.07-12 CORRESPONDENCE – The main correspondence centred on (a) support from Gelder Ltd for A1500 speed limit changes, (b) an enquiry about putting a memorial plaque on a tree at the Viewpoint, (c) Police reports on staffing, rural crime and counterfeit bank notes and (d) requests for Independent Custody Visiting volunteers.

Item (a) was passed to LCC, who should also be approached about item (b) while items (c) and (d) were noted.

05.07-13 FINANCE – Transactions, as set out below, were approved or noted as appropriate:

05.07-14 PLANNING – A planning application for a single storey extension at 2 High Street will be considered at – or before – the next meeting.

05.07-15 NEXT MEETING - Items on Speed Awareness on Scampton Way, Energy, Benches, Insurance and the Planning application at 05.07-14 above will be added to the standing agenda items for the next meeting - which will be on 4 June 2026
