DRAFT MINUTES OF THE ANNUAL MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 8 MAY 2025 AT BSA HALL, AISTHORPE

ATTENDANCE: Cllrs. Bulteel (In the Chair), Newham, Patterson, Sneath and Thompson together with Brian Elliott (Parish Clerk) and one member of the public.

APOLOGIES –Apologies for absence were received from Cllr. Somerville.

REGISTER OF MEMBERS’ INTEREST - Members were reminded that at any time during the meeting they could declare an interest.

0508-01 ELECTION OF CHAIRMAN -  On a proposal by Cllr. Newham (seconded by Cllr Patterson) Cllr. Bulteel was re-elected as Chairman.

0508-02 ELECTION OF VICE-CHAIRMAN -  On a proposal by Cllr. Bulteel (seconded by Cllr Newham) Cllr. Sneath was re-elected as Vice-Chairman.

0508-03 OPEN SESSION – No items were raised.

0508-04 MINUTES – Councillors Sneath and Patterson moved and seconded the approval – and signature - of the previous meeting's minutes.

0508-05 HIGHWAYS AND SPEED AWARENESS – Details of the results from the speed recording equipment and dates for future speed monitoring exercises would be considered at a later meeting. In addition, it was pleasing to see how successful traffic management had been for the recent Truck Fest.

0508-06 LITTER PICKS – The meeting noted with satisfaction that West Lindsey District Council (WLDC) had provided ten signs to display once a specific area had been tidied.

0508-07 WEB PAGE & SOCIAL MEDIA: Nothing to report on this subject or, this time, on standing items concerning Bus Shelter Maintenance, the Neighbourhood Plan, IT, Energy or Policies.

0508-08 NOTICE BOARDS:  Sites for up to eight benches and for one noticeboard had been agreed but more discussion was needed about the final noticeboard.

0508-09 FUTURE OF SCAMPTON – Councillors discussed plans for a number of houses at Scampton Cliff to be let rather than sold; however,  assurances had been given by WLDC that there would be no large scale use by migrants.

0508-10 HEALTH & SAFETY- Councillors will continue the work started by former County Councillor Butroid to get help from LCC street lighting teams for lamp post inspections.

0508-11 COMMUNITY SOCIAL EVENTS – Arrangements for the Dambusters fly-past on May 10 were well in hand but permission from the Home Office for a firework display had not yet been received.  

0508-12 FUTURE PLANS – The recent Community Skip event had been well received and dates for the next one would be considered at a future meeting. Only minor changes were needed (about delivery times) to the arrangements.

0508-13 QUEEN’S CANOPY – Replacing trees at Scampton Cliff will be discussed later this year, when planting conditions are better. Meanwhile grants will be sought that could help pay for them.

0508-14 “TOMMY” STATUES – Grants would also be pursued for First World War steel statues to be sited in Scampton Village and for possible aircrew related ones to be sited on Scampton Cliff.

0508-15 DISTRICT COUNCILLOR’S REPORT  –  Beyond continuing discussions about structures for unitary authorities, Cllr Patterson had few changes to report.

0508-16 COUNTY COUNCILLOR – Members expressed warm thanks for the service that Richard Butroid had given over the last eight years and agreed to write to his successor inviting him to attend a future Parish Council meeting.

0508-17 INSURANCE – It was proposed by Cllr Bulteel and seconded by Cllr Thompson that the insurance with Zurich Municipal should be renewed at £475.95 – or lower if a three year term can be agreed. In addition, we should clarify the cover provided for volunteers undertaking maintenance work on behalf of the Council.

0508-18 CORRESPONDENCE – Items considered included (a) a WLDC letter about unitary authority options, (b) the police report on local law breaches (c) a request to use an area at Scampton Cliff for sports practice, (d) our report on using CIL money, (e) confirmation that no election was needed to fill the current Council vacancy and that co-option could go ahead and (f) a request for bins at Scampton Cliff to be fitted with lids.

Items (a), (b) and (d) were noted and item (e) would go on the agenda for the next meeting. Item (f) would be raised with the appropriate Council but the correspondent for item (c) would need to contact the Home Office.

0508-19 FINANCE – The meeting (a) approved the new payments shown in Schedule A (b) confirmed its earlier approval of the payments in Schedule B which had not appeared in the minutes (c) affirmed that the appointment, in December, of Agent Armour as Internal Auditor superseded minute 1505-18 in 2024 and (d) approved the format of the 2024-25 Accounts to be presented to the Parish Meeting

0508-20 PLANNING – Councillors confirmed their acceptance of the Parish Council’s representations about the appeal against refusal of consent for an eight house development at Westmoreland Avenue and for the Parish Council  submission in respect of an extension at 11 High Street (WL/2025/00321).

0508-21 NEXT MEETING – The next meeting will be on Thursday 5 June 2025 at the usual venue and time and Parish meeting will be on 29 May.
