MINUTES OF THE ANNUAL MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 15.05.2024 AT 7.00PM AT THE BSA HALL, AISTHORPE
OPEN SESSION FOR ANY PUBLIC PARTICIPATION
PRESENT: Councillors C Bulteel (Chairman), C Sneath (Vice Chairman), R Patterson, J Rumble, M Newham, T Somerville, Mrs B Young (Clerk) and four members of the public was also present.
APOLOGIES – Apologies were received and accepted from Cllr K Thompson.
REGISTER OF MEMBERS INTERESTS Members of the Council were reminded that at any time during the meeting they could declare an interest.
THE CHAIRMAN STOOD DOWN and the Clerk received nominations for the position of Chairman. There was only one person nominated and that was Cllr Bulteel. It was therefore proposed by Cllr Rumble, seconded by Cllr Patterson and agreed unanimously that Cllr Bulteel be elected Chairman of the Parish Council. He then took over as Chair of the Meeting.
NOMINATIONS FOR VICE CHAIRMAN There was one nomination for the position of Vice Chairman. It was proposed by Cllr Bulteel, seconded by Cllr Somerville and agreed unanimously that Cllr Sneath be elected Vice Chairman.
1505-01 MINUTES AND ACTIONS. Minutes the Parish Council Meeting held on 4th April 2024 were proposed by Cllr. Bulteel, seconded by Cllr. Sneath and agreed unanimously. They were signed by the Chairman as a true record of the meeting.
ACTIONS
2404-08 Cllr Somerville had produced a Risk Assessment for the Dambusters Event.
2404-12 It is not known if flyers were purchased for the Dambusters event but it was published on social media. Toilets were no longer required as we had been given use of the BWCC.

2404-19 The Clerk would seek confirmation as to the amount the PC wished to put on deposit.
1505-02 TWINNING WITH MOHNESEE The programme for the weekend was confirmed and funding was no longer required as alternative arrangements have been made.
1505-03 VILLAGE SIGNS – Many thanks were given to Terry Rumble for the artwork he had produces for the new village signs. Quotes would now be sought for the signs. ACTION Cllr Sneath
1505-04 LAW ENFORCEMENT AND SPEED AWARENESS – Cllr Butroid had confirmed that TRO were still considering the request for the moving of the 30mph speed limit in the village. Cllr Sneath reported there had been three speed monitoring session held, two in the village and one in Brattleby. Of a total of 609 vehicles 11 were speeding and when police presence permitted 2 were booked. There is a Parish Council Engagement meeting via Zoom on 4th July.
1505-05 LITTER PICKS The next litter pick is confirmed as 9th June. Graham Taylor would be contacted regarding the opening of the BWCC so that refreshments could be provided. The Rainbows were doing a litter pick on 20th May in the village.
1505-06 WEB PAGE AND SOCIAL MEDIA – Prior notification of postings by WLDC was working well.
1505-07 HIGHWAYS AND FOOTPATHS – Truckfest had caused major problems in the area, including parking at the entrance to campton Way. The footpaths were being reviewed and problems being reported on Fix My Street. ACTION Cllrs Sneath and Somerville
505-08 FUTURE OF RAF SCAMPTON There are 18 clauses that have to be met by the Home Office to conform with the STO requirements. As there is no gas, electricity or water it is not thought that the HO can meet the requirements. WLDC advise that they are nearly in a position for the PC to seek advice as the whether the PC can afford to acquire the gym.
1505-09 IT – Cllr Somerville reported that the projector will soon be installed. ACTION Cllr Somerville
1505-10 HEALTH & SAFETY – Pavements have been inspected and a Risk Assessment carried out.
1505-11ENERGY– Nothing to report.
1505-12 COMMUNITY AND SOCIAL EVENTS – The Dambusters event tomorrow evening is organised, although the Lancaster will not be flying as it is undergoing routine maintenance. It was proposed by Cllr Bulteel and agreed unanimously that £220 for the Bouncy Castle and £180 for the DJ be paid. ACTION The Clerk
1505-13 POLICIES –Policies on Dignity at work and Disciplinary Procedures were discussed and were agreed unanimously. They will be put on the website. ACTION Cllr Newham
1505-14 JUBILEE TREE WALK- Cllr Rumble had carried out a survey of the trees and several had been broken and many were not growing. It was proposed by Cllr Bulteel, seconded by Cllr Patterson that up to £100 be spent on fertilising the trees and we would wait until next year to see if anymore come into leaf before deciding on what further action to take. ACTION Cllr Rumble
1505-15 FUTURE PLANS – The Council were sorry to receive the resignation of The Clerk and thanked her for 17 years of service to the community. She was then presented with a beautiful flower arrangement and a Vote of Thanks was given by Cllrs Bulteel and Somerville. The possible purchase of a Christmas tree for the Estate was discussed and various options would be looked at, including the supply by Rudy’s Trees as it is then taken away and nurtured by them during the year.. 1505-16 DISTRICT COUNCILLOR’S REPORT. – Cllr Patterson reported on planning matters. Please see item 1505-19 below.
1505-17 CORRESPONDENCE – An invitation to a meeting of Airplay Scampton on 28th May 2024 at 10.30am in the BWCC was received. ACTION Cllr Newham

It was noted that the following payments had been made:

The Annual Governance Statement was completed
The Annual Accounting Statement was examined.
The audited accounts were presented.
It was proposed that PLM Bookkeeping be appointed Internal Auditor for the Year 2024-2025
All these four items were proposed by Cllr Patterson, seconded by Cllr Bulteel and agreed unanimously.
The Insurance was due for renewal. It was proposed by Cllr Sneath, seconded Cllr Newham and agreed unanimously the premium of £436.86 be paid by the Clerk.
Having gained quotes for grass cutting in the village, it was proposed by Cllr Bulteel, seconded by Cllr Rumble and agreed unanimously that the contract be awarded to Continental Landscapes. The companies who quoted will be thanked for their time. ACTION Cllr Sneath
Simon Chappell was thanked for cutting the grass and Greg Algar was thanked for cleaning the bus shelter. It was proposed that Cllr Newham would get some quotes for the regular cleaning of the bus shelter. ACTION Cllr Newham
1509-19 PLANNING MATTERS
Application 147639 Land off Northumberland Avenue. There was to be a hearing at WLDC on 22nd May at 6.30pm regarding this and the Parish Council was invited to send a representative. Cllr Newham would attend. ACTION Cllr Newham
