DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 6 MARCH 2025 AT BSA HALL, AISTHORPE AT 7.00PM

ATTENDANCE: Cllrs. Bulteel (In the Chair), Newham, Patterson, Sneath, Somerville and Thompson together with Brian Elliott (Parish Clerk) and one member of the public.

APOLOGIES –Apologies for absence were from County Councillor Butroid.

REGISTER OF MEMBERS’ INTEREST

Members of the Council were reminded that at any time during the meeting they could declare an interest, but the only one needed was for item 0306.21.

0306-01 OPEN SESSION – The only items raised were covered elsewhere on the agenda.

0306-02 MINUTES – Cllr. Bulteel proposed, and Cllr. Sneath seconded, the approval of the previous meeting's minutes and their signature as an accurate record.

0306-03 VILLAGE SIGNS – The height of the new Scampton Village signs had now been adjusted and Steve Ulyat was warmly thanked for his work on the new signs. This need not be a standing agenda item until the signs for Scampton Cliff are required.

0306-04 HIGHWAYS AND FOOTPATHS – Reports from the speed recording equipment were noted and speed checks would resume soon.

The planned meeting with Lincolnshire County Council will be on 13 March although the position for the replacement Scampton Cliff salt bin is now being finalised. In addition, the contract for grass cutting (at £180 per cut) was agreed on a proposition by Cllr Newham, seconded by Cllr Thompson.

0306-05 LITTER PICKS – The first 2025 litter pick is on 16 March and signs would be produced to show that an area had ben tidied by the Parish Council.

Monitoring of the dog waste bin at the south end of Scampton Village was completed satisfactorily but the similar bin on Scampton Cliff needed to be replaced.

0306-06 WEB PAGE & SOCIAL MEDIA: It was agreed to modify procedures so that copies of Council minutes can go on the web site mid-month. A web post re-affirmed that the Council Audit was complete although that information had been displayed on physical notice boards since early January.

0306-07 NOTICE BOARDS:  Cllr Patterson provided helpful information about possible new notice boards for Scampton Cliff and discussions would establish how best to fix the one nearest the A15 junction..

0306-08 BUS SHELTER MAINTENANCE: A suitable colour was selected for the material to be used on the shelter opposite Scampton church.

0306-09 FUTURE OF SCAMPTON – A draft press release on the former RAF Camp site was awaited from West Lindsey District Council and there was concern that Parish Councils were not sufficiently involved in the process. The meeting was also  informed that disposal, by sale or lease, seemed to be planned for a number of properties in or near Trenchard Square.

0306-10 NEIGHBOURHOOD PLAN – Agreed aspects of the Neighbourhood Plan were not proceeding quickly enough and reasons for this delay would be sought.

0306-11 IT AND PLANS FOR A PROJECTOR – The DVD had now arrived and would be installed and tested shortly. Meanwhile the acquisition of a dedicated projector was still being explored.

As for IT., Cllr Bulteel proposed and Cllr Somerville seconded that a one-off sum of £65 should be spent on maintenance of the Council laptop – and this was agreed.

0306-12 HEALTH & SAFETY- An inspection of lamp posts should be underway shortly to see how repairs could be made and, meanwhile, the hard copy of the Council’s Risk Assessment would be located.

0306-13 ENERGY – Nothing to report.

0306-14 COMMUNITY SOCIAL EVENTS – Although information was still awaited from our insurers about the Dambusters Flypast, other aspects of the arrangements were proceeding. In addition the idea of a Coffee morning was approved in principle and dates for the Christmas event will be discussed with the school involved but decisions on a firework display would await more information on costs.  

0306-15 POLICIES – No changes were needed to the Grievance policy but the policy on Grants would be amended so that decisions on grants requested in Open Sessions would not be made at the meeting they were presented.

0306-16 FUTURE PLANS – Arrangements for future Community Skip events must await decisions by the planned contactor about Saturday delivery and collection.

0306-17 DISTRICT COUNCILLOR’S REPORT –  Cllr Patterson reported that West Lindsey’s budget has been finalised and represented an increase of 2.8%.

0306-18 COUNTY COUNCILLOR’S REPORT –  County Councillor Butroid was unable to attend the meeting.

0306-19 CORRESPONDENCE – Items considered included (a) the date for the AGM of the Lincolnshire Association of Local Councils [3 July], (b) A large scale solar rally on 15 March, (c) an event on Community projects in West Lindsey and (d) a request to review financial support for Village Venture if distributors were found for Scampton Cliff.

Items (a), (b) and (d) were noted while details of item (c) would be circulated.

0306-20 FINANCE – The meeting (a) approved the payments shown below  and (b) resolved that “an initial £6,000.00 of its funds should be saved with The Charity Bank and that the Council Chaiman, Vice Chairman and Parish Clerk are authorised to operate the account on behalf of the Parish Council.”

Both items were proposed by Cllr Patterson and seconded by Cllr Thompson.

0306-21 PLANNING – Councillors (a) confirmed the action taken in objecting to the proposals for 11 High Street, Scampton (WL/2025/00020), (b) resolved to object to the application concerning 13 Suffolk Road, Scampton (WL/2025/00124) and (c) supported the application for an extension at 29 High Street, Scampton (WL/2025/00145).

[Cllr Thompson declared an interest, as an adjacent owner, in respect of item (a) and took no part in discussions concerning it.]  

0306-11 NEXT MEETING – The next meeting will be on Thursday 3 April 2025 at the usual venue and time.
