MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL

 HELD ON THURSDAY 7th MARCH 2024 AT BSA HALL,

AISTHORPE AT 6.00PM

 

ATTENDANCE   Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Newham, Somerville, Patterson, Thompson, Rumble and Mrs B Young (Clerk). County Councillor Butroid, and 9 members of the public were also present.

 

APOLOGIES –There were no apologies.

Members of the Council were reminded that at any time during the meeting they could declare an interest.

 

2403-01 MINUTES AND ACTIONS

Minutes of the meeting held on 01.02.2024 were proposed by Cllr Bulteel, seconded Cllr Patterson, agreed unanimously and signed as a true record of the meeting.

ACTIONS:

2402-02 This was thought to be a good idea, which is being pursued.

2402-03 Cllr Newham had taken some photos of local village signs.

2402-04 See 2403-05

2402-05 An emergency litter pick was held on 10th February, thanks to all who attended.

2402-06 The Clerk invited Welton Rural Girlguiding UK to attend the next PC meeting.

2402-07 There had been no further development regarding the footpath.

2402-09 The Clerk had bought the required cable.

2402-12 There was no report on the purchase of the marquee.

2402-17 The Clerk had purchased the book “Local Council Administration” and accepted the Quote from Green Grass Contracting for the coming year.

 

2403-02 REQUESTS FOR FUNDING:

  • Clare Richardson, District Commissioner for Welton Rural, gave a presentation about a forthcoming event at Caythorpes, Outward Bound Centre. She explained there were a couple of girls from Scampton, who would benefit from the experience but their families were struggling to meet the cost. It was proposed by Cllr Bulteel, seconded by Cllr Patterson and agreed unanimously that we would give a grant of £240.00 to help cover expenses.
  • ROSE Community Group were putting on a Community Easter Egg Hunt on 2nd April and requested £35.00 to cover the cost of the eggs. This was proposed by Cllr Bulteel, seconded by Cllr Rumble and agreed unanimously.

 

 2403-03 TWINNING WITH MOHNESSEE – In May, during the visit of the people from Mohnessee, a meeting was due to be held with LCC to explore the possibility of twinning.

 

2403-04 VILLAGE SIGNS – Any further action regarding the signs for Scampton were being postponed until a decision regarding twinning was made. This was so that the information could be included on the signs.

 

2403-05 LAW ENFORCEMENT AND SPEED AWARENESS – The latest speeding figures are on the website and they did show some slight improvement. It has been agreed in principle that a bus stop would be put opposite the new houses on the showground. A decision on extending the pole on the SID board at the top of the hill has been deferred until a decision is made about moving the speed limit.

 

2403-06 LITTER PICK – The litter picks for the coming year are planned for 24th March, 9th June, 8th September and 3rd November. Annington’s would be contacted with a view to asking them to fund the provision of refreshments once Waddington had confirmed that we could use the RAF facilities.  Action Cllr Sneath 

     

2403-07 WEB PAGE AND SOCIAL MEDIA - The Grant Application Form was approved and would be uploaded on the website.  Action Cllr Newham
 

2403-08 HIGHWAYS AND FOOTPATHS – There was no update.

 

2403-09 FUTURE OF SCAMPTON  The Multi Parish Council meeting had been postponed at the request of WLDC and would be arranged ASAP. The emergency Planning permission runs out on 14.04.24, so as it stands some asylum seekers would need to be housed by then

 

2403-10  IT – The Clerk had bought the speaker wire and the system would be installed as soon as possible.  Action Cllr Somerville

 

2403-11 HEALTH AND SAFETY – This was up to date and everything was in order.

 

2403-12  ENERGY – There were no further updates.

 

2403-13 COMMUNITY SOCIAL EVENTS –  The RAF had not yet confirmed the flypast of the Lancaster, which had been requested.

 

2403-14 POLICIES – The following policies were proposed by Cllr Bulteel, seconded Cllr Sneath and approved unanimously:

  • Press and Media.
  • Recording of a meeting.
  • Abusive or Vexatious Complaints.

They would be posted on the website.   Action Cllr Newham

 

2403-15 JUBILEE TREE WALK – Following vandalism and death of some trees Andrew Pullen Jones would be contacted so see if we could replace them with some of the spare trees.     Action Cllr Rumble

 

2403-16 FUTURE PLANS -The Parish Council Notice Boards would be updated tomorrow.  Action Cllr Rumble

The Clerk would investigate how to proceed with the name change to Scampton Cliff, following the poll carried out at a Public Meeting.  Action The Clerk

                                                                                         

2403-17 DISTRICT COUNCILLOR - Cllr Patterson reported that WLDC had agreed to purchase an additional gutter cleaner so that one would be available for emergencies. The budget was approved and Council Tax would be going up.

 

2403-18 COUNTY COUNCILLOR – Cllr Butroid reported that the County Council had earmarked £4 million for drainage and flooding issues including the purchase of a jetter. They have given themselves 6 months to investigate flooding issues. The appointment of  Greater Lincolnshire Mayor was approved and this would bring in an extra £740 million of funding over the next few years.

2402-20 DATE OF NEXT MEETING – The next meeting will be held on Thursday 4th April 2024 at 7.00pm in the BSA Hall, Aisthorpe.
