MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 02.03.2023  AT 7.00PM AT THE BSA HALL, AISTHORPE
 
Present:  Councillors C Bulteel (Chairman), C Sneath (Vice Chairman), M Newham, K Clewes-Garner, J Rumble, Mrs B Young (Clerk) and two members of the public were also present.
 
Apologies –Apologies were received and accepted from Cllrs. T Somerville and R Patterson.
 
Register of Members Interests Members of the Council were reminded that at any time during the meeting they could declare an interest.
 
The Minutes of the Parish Council Meeting held on 2nd February 2023 were proposed by Cllr. Newham, seconded by Cllr. Bulteel and agreed unanimously. They were signed by the Chairman as a true record of the meeting.
 
Open session. Steve Ulyat said he had contacted A J Engineering in Aisthorpe regarding the new metal village signs, the Clerk had also looked on line. Quotes would be obtained from all companies.
 
Law Enforcement and Speed Awareness- Three new people had undertaken their speed awareness training and there were further training sessions planned. There were four speed checking sessions planned. It was proposed by Cllr Bulteel and seconded by Cllr Clewes-Garner that the moving of the speed restriction zones be altered, with chevrons and road markings as well. This will be pursued with the road safety partnership, highways and the police.
 
Litter Picks – The next litter pick is planned for 26th March and this will be advertised on social media. It was agreed that we would sign up to The Great British Spring Clean 2023so that people were aware of the efforts of the parishioners. John Fergusson had been contacted regarding refreshments at litter picks. He was not able to support the one in March but would support future events.

Web Page and Social Media Cllr Newham confirmed that all the Minutes and Agendas had been uploaded and that links to information on the Solar Farms were included. The cost of the use of gov.uk emails would be investigated.

Highways and Footpaths – Steve Hudson, Highways confirmed that patch repairs to the footpath outside Lime Tree Cottage were on the list of scheduled works. We would try to get the whole are resurfaced.

Future of Scampton – There had been no further information received. A letter would be written to try to ascertain the current position.
 
IT. The speakers have been purchased and arrived but due to the absence of Cllr Somerville there was no further update.

H&S – This would be reviewed next month
 
Energy/Solar Farms – Congratulations were given to Cllr Clewes on resolving the supply issues. The Parish Council had organised a public meeting on the 15th March in Pollyplatt School Hall at 7pm to make people aware of the plans for the Solar Farms in the area. 7000 acres were coming and the companies involved would be invited.
 
Planning – No matters this month.
 
Community Social Events- After discussion it was proposed by Cllr Bulteel, seconded by Cllr Clewes-Garner that following on so recently after the Platinum Jubilee that mugs would not be purchased for the school children.

District Councillor’s report –There was no report due to the absence of Cllr Patterson.
 
Future Plans – Having been made aware of the problem with the defibrillator at the camp it was proposed that the possibility of WLDC taking on the maintenance of both appliances be investigated. It was proposed by Cllr Sneath, seconded by Cllr Newham and agreed unanimously that up to £100 each per annum the Clerk could sign a contract.
Following the success of the Christmas light turn on it was proposed by Cllr Sneath, seconded by Cllr Rumble and agreed unanimously that the possibility of a bigger event be explored. The suggested date was 2nd December. Permission for the use of the school car park would be sought and possible stalls would be sought.
     
Correspondence – There was no correspondence that had not been circulated.
 
Finance
It was noted that the following payment had been made:
Drax                                                                                        £195.79
Grass cutting tenders had been received from two companies and after discussion it was decided to continue with our current contractor but the public would be notified at the Annual Meeting that part of the churchyard was being paid for by the Parish Council.
