MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 4 JUNE 2026 AT BSA HALL, AISTHORPE
ATTENDANCE: Cllrs. Bulteel (In the Chair), Sneath, Newham, Quincey, Somerville and Thompson, together with Brian Elliott (Parish Clerk) and 3 members of the public.
APOLOGIES – There were no apologies for absence.
DECLARATION OF INTERESTS – Cllrs Sneath and Quincey declared interests in respect of items 06.04-19 (a) and 06.04-18 (c) respectively and excluded themselves from the associated decision-making process.
06.04-01 OPEN FORUM – No points were raised.
06.04-02 MINUTES – Cllrs Bulteel and Sneath proposed and seconded ratification of the previous meeting's minutes, which were approved for signature.
06.04-03 AUDIT – On a proposal by Cllr Bulteel, seconded by Cllr Quincey the Internal Auditors report was accepted and the Accounting Statements within the Annual Governance Return were approved.
06.04-04 HIGHWAYS– It was agreed to investigate traffic calming options for Scampton Way and to support ideas for similar action on Shropshire Road. Letters were at final draft stage asking emergency services, the school and bus company to support changes to the dangerous exit from Scampton Way onto the A15. Councillors would see them before they were sent.
06.04-05 LITTER PICKS– The May litter pick was very successful, and it was hoped that the next scheduled one on 6 September will be too. Cllr Sneath will assess the requirement for bins at Scampton Cliff before sponsors for lidded bins are sought. However, new arrangements for bin emptying at the Viewpoint will be monitored.
06.04-06 ENERGY – A meeting with West Lindsey District Council (WLDC) is due on 24 June where plans for a new street lighting contract are likely to be resolved.
06.04-07 FINANCE – Details of May’s receipts and payments appear in the schedule, and these were approved or noted as appropriate. In addition, it was resolved that £20 000 held in the Charity Bank should be transferred to their One Year Fixed Term account which pays a higher rate of interest.
06.04-08 INSURANCE – Zurich Insurance have quoted an additional £213 on top of the £453 already paid, to accommodate our revision of asset values. Given this, quotes will be sought from rival companies. Any replacement policy should ideally name and specify the Community Social Events covered and have a November renewal date, to align with our fixed asset reviews.
06.04-09 FUTURE OF SCAMPTON – WLDC and Scampton Holdings will present the latest plans for the former RAF site at a Multi-Parish meeting on 24 June.
06.04-10 NEIGHBOURHOOD PLAN – A draft Neighbourhood Plan has now been prepared and is being reviewed ahead of public consultation meetings in July. Ideally, a finished plan should be available by the end of the year.
06.04-11 INFORMATION TECHNOLOGY – The installation of the audio-visual equipment at the Village Hall was now complete and it was proposed by Cllr Somerville (seconded by Cllr Sneath) that an honorarium of £150 should be paid to the volunteer who had worked hard to make the project successful.
06.04-12 HEALTH & SAFETY – No problems had arisen at the May fete and the risk assessment prepared for the event proved to have met the need well.
06.04-13 DEFIBRILLATOR – WLDC will take the matter up with site owners if there are further delays in the installation of the new equipment but, it was agreed, that the current project should include an updated defibrillator for the former shop site.
06.04-14 COMMUNITY SOCIAL EVENTS – Warm thanks were expressed to everyone involved with the very successful May fete – and especially the help of Thomas Newham. A long list of plans for the next one (on 15 May 2027) was compiled including insurance, vendors, entertainments, a budget, sponsorship, What’s App groups, bins, advertising, fairground equipment and a marquee.
As for Christmas 2026, ideas will be explored for a Christmas film on the same day as the lights are officially turned on.
06.04-15 POLICIES – A new policy of Record Retention was adopted and the existing one on Abusive or Persistent Complaints was renewed.
06.04-16 AIR CREW STATUES & BENCHES – The location for the benches in this project had been agreed but the landowner’s consent was still awaited. The 2025-26 grant for the project had now been received but a fresh grant application should be made from WLDC’s 2026-27 Budget in respect of the benches.
06.04-17 WEB PAGES & SOCIAL MEDIA, FUTURE PLANS, DISTRICT and COUNTY COUNCILLOR REPORTS: Nothing to report.
06.04-18 CORRESPONDENCE – The main correspondence centred on (a) WLDC’s decision to remove Councillors addresses from the Register of Interests unless inclusion was requested, (b) a request to sign a Parliamentary petition against inappropriate local development and (c) an enquiry from Scampton church about support for grass cutting in the churchyard.
Item (a) was noted, Councillors were invited to sign item(b) as individuals if they wished, while details of the Parish Council’s grant application process would be provided in response to items (c).
06.04-19 PLANNING – No objection would be raised to planning applications for (a) a single storey extension at 2 High Street and (b) an accessway to create a new woodland to the south of Tillbridge Lane.
However, concern was expressed about the potential dangers of large vehicles using the accessway at (b) and the possible need for speed restrictions.
06.04-20 NEXT MEETING – Availability issues could make the planned 2 July meeting difficult, so members would be consulted about a replacement date possibly combining the July and August meetings.
There being no further business the meeting closed at 9.00pm.
