DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 3 JULY 2025 AT BSA HALL, AISTHORPE

ATTENDANCE: Cllrs. Bulteel (In the Chair), Newham, Sneath, Somerville and Thompson together with Brian Elliott (Parish Clerk) and three members of the public.

APOLOGIES –No apologies for absence were received.

REGISTER OF MEMBERS’ INTEREST – 0703-03 was the only agenda item where an interest was declared.

0703-01 OPEN SESSION – Discussion mainly concerned an additional social event at Scampton Cliff and this is dealt with under agenda item 0703-11.

0703-02 MINUTES – Councillors Bulteel and Sommerville moved and seconded the approval – and signature - of the previous meeting's minutes. The Council also approved the content of the draft minutes of the Parish Meeting and these can now be taken as read at the 2026 Parish Meeting.

0703-03 COUNCIL MEMBERSHIP – Interviews of the remaining two candidates for co-option will be on Monday 7 July.

Cllr Sneath declared an interest in this item and took no part in the process.

0703-04 HIGHWAYS AND SPEED AWARENESS –Results from the speed recording equipment were noted, as were plans for speed monitoring exercises during July. However, Lincolnshire County Council (LCC) had turned down the modifications this Council had requested to the proposed speed limit changes.

On highways, the results of the report on flooding in Scampton High Street will be discussed with the land owner. Meanwhile, maintenance work on the Showground roundabout and to remove weeds on Scampton Cliff roadways was still awaited.

0703-05 LITTER PICKS – The June litter pick had not been well supported but one additional bin had been ordered for Scampton Cliff. West Lindsey District Council (WLDC), and local businesses will be approached, on the subject of lidded bins.

0703-06 WEB PAGE & SOCIAL MEDIA and ENERGY:  Nothing to report on either item.

0703-07 NOTICE BOARDS:  Final approval by Annington Homes for the positions of the new notice boards is still awaited.

0703-08 FUTURE OF SCAMPTON – Although no Government funds were available this year for Neighbourhood Plans, meetings are being organised to establish how more structure can be injected into development within the parish. As for the Scampton Holdings project, the Chairman’s letter to the Home Office will be sent shortly, once signatories from adjacent Parish Councils have been sought.

0703-09 HEALTH & SAFETY- Zurich Insurance had confirmed that volunteers doing  maintenance work were covered by the Council’s policy providing all appropriate safety procedures were observed. In addition, two defibrillators were being bought for use at Scampton Cliff.

0703-10 IT & AUDIO VISUAL EQUIPMENT – Snags had arisen with the original projector purchase arrangements but a new supplier was being sought urgently.

0703-11 COMMUNITY SOCIAL EVENTS – Although time will not permit another event this summer, ideas were enthusiastically supported for one in September 2026 – probably with help from the ROSE group. In addition, a Christmas film for children was approved provided all the necessary equipment is in place at BSA Hall.

0703-12 POLICIES – The Council’s Standing Orders were reviewed and changes made as prompted by revisions to the recommended versions - but an opportunity to simplify and customise those Standing Orders may be taken up later.

0703-13 FUTURE PLANS – Arrangements for Community Skips on August 15 are now agreed with the supplier

0703-14 QUEEN’S CANOPY – An application for a grant to replace damaged trees at Scampton Cliff is now being pursued with LCC, not the Tree Council.

0703-15 “TOMMY” STATUES – Siting of the statues and Scampton Cliff signs had been agreed and work should now go ahead. Revised prices for the benches had been secured and plans for their purchase and installation should proceed in conjunction with the local Steering Group.

0703-16 DISTRICT AND COUNTY COUNCILLORS’ REPORTs  –  Neither Councillor was in attendance.

0703-17 CORRESPONDENCE – Items considered included (a) approval of CIL money being used for Community Skips (b) Police & Parish Council Briefing on September 25, (c) Lincolnshire Association of Parish Council’s Annual Report, (d) WLDC Community Grants and Online Workshops and (e) consultation about the Review of the Neighbourhood Plan for Saxilby.

Items (a), (c) and (e) were noted, Cllr Sneath will participate in Online Workshops and the Police briefing [item (b)] while the question of grants (item d) will be considered in more detail.

0703-18 FINANCE – Cllr Bulteel proposed and Cllr Sneath seconded – and the meeting approved - the payments of £621.53 shown below and the transfer of a further £35 000 to The Charity Bank.

0703-19 PLANNING – Councillors resolved to raise no objections in respect of a sizeable extension to 33 High Street, Scampton or to a new vehicle access at 11 High Street, Scampton - but remained uncomfortable about any additional houses on that, second, site.

0703-20 NEXT MEETING – The next meeting will be on Thursday 7 August 2025 at the usual venue.

0703-21 ITEMS FOR NEXT AGENDA.
