DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 11 JULY 2024 AT BSA HALL, AISTHORPE AT 7.00PM
ATTENDANCE: Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Newham, Patterson, Rumble and Thompson with Brian Elliott (who had agreed to take the minutes) and seven other members of the public.
APOLOGIES –Apologies were received and accepted from Cllr Somerville.
REGISTER OF MEMBER’S INTEREST
Members of the Council were reminded that at any time during the meeting they could declare an interest.
0711-01 OPEN SESSION – Points raised by members of the public included (a) extending and repairing the pavement on the western part of High Street in Scampton village, (b) possibly planting shrubs on the triangle by the church, (c) motorists travelling south ignoring the No Entry sign by the church, (d) traffic problems caused on the B1398 by major events at the Showground, (e) painting the bus shelter opposite Scampton church, (f) the use of a sandpit at future events, (g) a potential supplier of equipment if the Council carries out grass cutting, (h) funding being sought by Hackthorn school and (i) action needed on lighting at Trenchard Square, Scampton Cliff.
Action: Cllr Patterson to take up items (a), (b) and (i) with the County Councillor while item (d) was covered by 0711-04 later and item (c) was considered a police matter.
0711-02 MINUTES - The minutes of the 6 June meeting were accepted as a true record and duly signed – with Cllr. Patterson proposing and Cllr Rumble seconding.
0711-03 VILLAGE SIGNS – Samples of materials for the sign were approved although a slightly larger size was preferred. However, it was proposed by Cllr Bulteel, seconded by Cllr Newham and resolved that the price quoted of £370 per sign was accepted, and work should now proceed on the Scampton village signs.
Action: Cllr Rumble.
0711-04 LAW ENFORCEMENT AND SPEED AWARENESS – Cllr Sneath will participate in the Lincolnshire Police Engagement Briefings on 16 July (covering item 0711.01 (d) above) and it was also agreed that speed checks at Scampton Cliff should resume. In addition, the Report on Police activity was noted.
0711-05 LITTER PICK – Five adults and several schoolchildren participated in the recent Litter Pick and another one is planned for September.
0711-06 WEB PAGE AND SOCIAL MEDIA – Nothing new to report.
0711-07 HIGHWAYS AND FOOTPATHS – Work was still needed on the adopted roadways on Scampton Cliff but possible action on a flow reducer was planned to help reduce flooding in Scampton village.
0711-08 FUTURE OF SCAMPTON – Letters had gone to the Prime Minister and Home Secretary urging action to implement the former’s pre-election stated position about the former RAF Scampton. Discussions were also ongoing about the Parish Council taking over grass cutting and the football pitch on the site. It was proposed by Cllr Bulteel and seconded by Cllr Patterson that the gym should be included in those discussions. No clear decision had, however, yet been made about the formal name change to Scampton Cliff.
A suggestion for an additional official footpath on Scampton Cliff was also felt to be well worth pursuing.
0711-09 IT & HEALTH AND SAFETY – Nothing fresh to report on either item.
0711-10 NEIGHBOURHOOD PLAN – Cllr Sneath reported that a grant of £9980 had been secured towards the creation of a Neighbourhood Plan and that a representative from Ingham Council had kindly offered help in that process.
0711-11 COMMUNITY SOCIAL EVENTS – Cllr Rumble advised the meeting that four suppliers had confirmed their involvement in the 30 November Christmas event, and others were expected. On a proposal by Cllr Patterson, seconded by Cllr Bulteel, a budget of up to £500 was approved for the remaining work on this project.
0711-12 POLICIES – Details of policies on Publications and on Standing Orders had been circularised but no changes were needed to either.
0711-13 JUBILEE TREE WALK – Cllr Rumble was thanked for her work on the surviving trees, but the drought seems to have killed off many of them.
0711-14 FUTURE PLANS – It appeared that grants might be available for the compilation of a Village Map and Cllr Newham would investigate this further.Action: Cllr Newham.
0711-15 DISTRICT COUNCILLOR - Cllr Patterson reported that a Central Government initiative meant that weekly food waste collections were likely to begin in West Lindsey before the end of the 2025/6 Financial Year.
0711-16 COUNTY COUNCILLOR – Cllr Butroid was not present at the meeting.
0711-17 CORRESPONDENCE – One item concerned grass cutting in School Lane (which it was felt West Lindsey Council could help resolve), while another gave rise to a decision - proposed by Cllrs Bulteel and Patterson – to cover the cost of gift cards and face painting for a Scampton Air Play fundraiser. A complaint about a noise at an event was also considered but the Parish Council has no jurisdiction over such issues.
0711-18 FINANCE – It was reported that the Lincolnshire Association of Local Councils subscription had been paid and agreed that the audit arrangements should proceed with help from Cllr Newham. In addition, Cllrs Sneath and Bulteel proposed and seconded the acceptance of a quote of £200 for four cleans a year to the bus shelter.
Meanwhile, the Banking Mandate had been changed and authority was given for a further update to remove the names of those no longer involved.
0711-19 PLANNING – There was nothing further to report on the Northumberland Avenue site but no objections would be raised to application WL/2024/00448 for the removal of low voltage overhead power lines at Tillbridge Lane.

0711-21 DATE OF NEXT MEETING – The next meeting will be held on Thursday 5 September 2024 at 7.00pm in the BSA Hall, Aisthorpe.
