MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL
HELD ON THURSDAY 4th JANUARY 2024 AT BSA HALL,
AISTHORPE AT 7.00PM
ATTENDANCE Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Thompson, Newham, Rumble, Somerville, Patterson and Mrs B Young (Clerk). County Councillor Butroid, and 4 members of the public were also present.
APOLOGIES – There were no apologies.
REGISTER OF MEMBER’S INTEREST
Members of the Council were reminded that at any time during the meeting they could declare an interest.
2401-01 MINUTES AND ACTIONS
Minutes of the meeting held on 07.12.2023 were proposed by Cllr Sneath, seconded Cllr Newham, agreed unanimously and signed as a true record of the meeting.
ACTIONS: 2312-02 – the speeding figures for December 2022 & 2023 had been compared and there was some improvement. 6 new speeding signs have been erected.
2312-03- Once the dates were fixed for 2024 then Mr Ferguson would be contacted regarding use of the Barnes Wallis Centre.
2312-05- Cllr Butroid had contacted Highways regarding the positioning of the bus stop on Horncastle Lane. There was no update on the yellow lines on Scampton Way.
2312-06- Grant application not yet completed.
2312-09- Cllr Bulteel reviewed the quote from Yu Energy and the Clerk had changed the electricity supplier from Drax to Yu.
2312-10- Cllr Bulteel had progressed the application for the fly past for 16.05.24
2312-11- All the Policies had been updated and were on the website.
2312-12- The dates of 23/11, 29/11 and 30/11/2024 were identified as potential dates for the Christmas Tree lights turn on.
2312-16 – Cllr Bulteel would forward an objection from the PC.
2401-02 – TWINNING WITH MOHNESSEE – No development at the moment. The Parish Council would talk to Greg Algar from the Dambusters. Action Cllr Sneath
2401-03 VILLAGE SIGNS – Additional quotes would be obtained. Action Cllr Sneath
2401-04 LAW ENFORCEMENT AND SPEED AWARENESS
There were no further matters to report. Cllr Sneath had attended the Parish Council Engagement Session. Parish Councils were finding it difficult to recruit people to carry out speed monitoring sessions- she would inform them how we worked in conjunction with Brattleby PC. Action Cllr Sneath
2401-05 LITTER PICK
Cllr Sneath would choose some dates and forward them to Councillors. Once the were decided they would be posted on social media and Anningtons would be invited to take part. Action Cllr Sneath
2401-06 WEB PAGE AND SOCIAL MEDIA
The SID graphs would be put on the website. Action Cllr Newham
2401-07 HIGHWAYS AND FOOTPATHS
Highways are doing a walk round in the village on Monday with Cllr Butroid, Cllr Sneath and anyone else able to attend.
The flooding issues have been reported by Cllr Butroid and have been logged.
TRO are still looking into the moving of the speed signs in the village.
It was reported that the overflow at Raf Scampton now has effluent in it, this would be reported although it was felt that the Home Office was now responsible for it. Action Cllr Sneath
2401-08 FUTURE OF SCAMPTON
Having been excluded from the MAF Meetings the Parish Council was offered an individual, half hour meeting every month to keep them up to date – this was refused. It was suggested that a meeting be held between Parish Councils, other Agencies and the Home Office, which they refused. A Teams meeting is due to be held on 9th January but it is going to be boycotted by Parish Councils. An inter Parish Council Meeting is scheduled for 11th January at Marshall’s Yard. WLDC is going to fight the judicial review and an Equality Assessment has been carried out by the HO, with a high risk section due to the mixing of different Muslims at Scampton.
2401-09 IT
It proposed by Cllr Bulteel, seconded by Cllr Sneath and agreed unanimously that a AMP260 5.1 amplifier be bought for use by the PC. Action The Clerk
2401-10 HEALTH AND SAFETY – There would be a twelve monthly review of all policies.
2401-11 ENERGY
A quote for the supply of electricity by YU Energy had been received. Cllr Bulteel had checked the conditions of supply and The Clerk had changed supplier to YU Energy.
2401-12 COMMUNITY SOCIAL EVENTS
There was no update.
2401-13 POLICIES
There are no new Policies for adoption, they are all on the website.
2401-14 FUTURE PLANS
There were no updates.
2401-15 DISTRICT COUNCILLOR
Cllr Patterson reported that the Corporate Policies Resource Committee had agreed to fund the Judicial Review.
2401-16 CORRESPONDENCE
Latest information from Cottam Power Station.
LALC newsletter containing information about the 80th anniversary of the D Day Landings . we would look at combining this and the Dambusters event on 16th May. The church would be asked to ring the bells at the appropriate time.
Crime figures from Inspector Head.
2401-17 FINANCE
The Clerk reported the following regular payments had been made:
- E-On Maintenace £143.40
- HMRC £180.72
- F B Young £180.72
- Drax £155.24
The Precept Charge had been submitted to WLDC.
2401-18 PLANNING
30.11.23 #147639 – 9 dwellings off Northumberland and Westmorland Avenues. Cllr Bulteel, on behalf of the PC, objected on the grounds that it was not in the best interests of the community as there was no infrastructure to support the development.

2401-20 DATE OF NEXT MEETING – The next meeting will be held on Thursday 1st February 2024 at 7.00pm in the BSA Hall, Aisthorpe.
