DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 5 FEBRUARY 2026 AT BSA HALL, AISTHORPE
ATTENDANCE: Cllrs. Bulteel (In the Chair), Sneath, Newham, Quincey and Somerville together with Brian Elliott (Parish Clerk) and 3 members of the public.
APOLOGIES - Apologies for absence were received from Cllrs. Patterson and Thompson.
REGISTER OF MEMBERS’ INTEREST – No interests were declared.
02.05-01 OPEN FORUM – Points were raised about (a) grit bins where Scampton Way joins the A15 and (b) the result of the ROSE group survey on Scampton Cliff.
Item (a) is in hand and details of the survey (item b) were accepted with thanks.
02.05-02 MINUTES – Councillors Bulteel and Sneath proposed and seconded ratification of the previous meeting's minutes, which were approved for signature.
02.05-03 HIGHWAYS AND SPEED AWARENESS – Results from the speed recording equipment were noted as were the improvements to the pavement in High Street that Cllr Sneath had pressed for. However, more action was needed to tackle the flooding in Scampton and to deal with a damaged bollard at Scampton Cliff.
Quotes for grass cutting had been received but more prices would be sought although the Council did not want to commit beyond a one-year contract this time.
02.05-04 LITTER PICKS – Dates for the Scampton Cliff Litter Picks were set for 1 March, 10 May, 6 September and 8 November 2026.
02.05-05 WEB PAGES & SOCIAL MEDIA, BARNES WALLIS CENTRE, POLICIES, DEFIBRILLATORS, PLANNING and REPORTS FROM COUNTY & DISTRICT COUNCILLORS: Nothing to report on any of those items.
02.05-06 INFORMATION SYSTEMS: Most new audio-visual equipment had now been installed at the Village Hall and seemed to be working well. On a different subject, a revised process for displaying Notices of Meetings was revealed.
02.05-07 ENERGY: It now seemed likely that street lighting costs would rise significantly when the current contract ends but more information will be gathered, and a decision made at the next meeting on the new contract. Meanwhile, action had been promised to remove redundant lamp standards at Scampton Cliff
02.05-08 FUTURE OF SCAMPTON – Home Office decisions to put the former RAF site on the open market were noted and developments would be carefully monitored.
On the residential part of the site, plans for the sale of some properties and the rental of others seemed advancing. This could involve the transfer of certain amenity land to the Parish Council and ways to contain the cost involved would be investigated.
02.05-09 NEIGHBOURHOOD PLAN – A schedule for the creation of a “Whole Parish” Neighbourhood Plan had now been created and – on a proposal by Cllr Somerville (seconded by Cllr Newham) – plans for a working group to oversee progress and public consultations were agreed. It would involve some Parish Councillors along with representatives from other parties affected.
02.05-10 HEALTH & SAFETY- The latest version of the Council’s Risk Assessment was in the final stages of completion.
02.05-11 COMMUNITY SOCIAL EVENTS – December’s Christmas film attracted limited interest but something similar would be repeated during 2026. The main Christmas event, however, had been very successful and will be run again on Pollyplatt School on 14 November 2026 with a smaller event later marking the switching on of the Christmas lights in Scampton village. Detailed plans for the May fete (on 16 May) were also discussed.
02.05-12 QUEEN’S CANOPY – Delays in landowners’ approval thwarted the original tree planting proposals but the provision of fruit trees was now being considered.
02.05-13 FUTURE PLANS – A resident had suggested skips for used Christmas trees next January, but the potential volumes could be a problem. Instead, liaison with a charity providing this service would be considered.
02.05-14 AIR CREW STATUES – A grant had been approved for this project (albeit for £2500 not the £4000 sought) and estimates for installation were being pursued.
02.05-15 CORRESPONDENCE – Apart from the usual regular newsletters, the main correspondence centred on (a) the Police report on staffing levels and a burglary at Scampton Cliff, (b) details of the dates the mobile library will call at Scampton, (c) a request from an insurance operation to add a link on our website for their flood protection advice (d) an email from West Lindsey District Council about Local Government reform and (e) opportunities on other surveys and consultations.
Items (a) and (c) were noted, item (d) will go to the next meeting, while Councillors will take forward anything of interest in item(e). However, the Go Compare offer was not accepted as it might appear as an endorsement for their services.
02.05-16 FINANCE – On a proposal by Cllr Bulteel (seconded by Cllr Somerville), the expenditure in the Schedule was approved as was the LALC subscription (£320.84) but a decision on the Training fee was deferred until the next meeting.
The contents of the Accounts to 31 December were accepted, subject to audit.
02.05-17 NEXT MEETING – The next meeting will be on Thursday 5 March 2026 at the usual venue and will include the standard agenda items listed below and the deferred items on Local Government reform, Training and the Energy contract.
The Annual Parish Meeting will be on 7 May at 7.30 with that evening’s Council meeting starting at 6pm – and concluding at 7pm.
