MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL
HELD ON THURSDAY 1st FEBRUARY 2024 AT BSA HALL,
AISTHORPE AT 7.00PM
ATTENDANCE Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Newham, Somerville, Patterson and Mrs B Young (Clerk). County Councillor Butroid, and 4 members of the public were also present.
APOLOGIES – Apologies were received and accepted from Cllr Thompson and Cllr Rumble.

Members of the Council were reminded that at any time during the meeting they could declare an interest.
2402-01 MINUTES AND ACTIONS
Minutes of the meeting held on 04.01.2024 were proposed by Cllr Bulteel, seconded Cllr Patterson, agreed unanimously and signed as a true record of the meeting.

2401-04 Cllr Sneath had informed the Parish Council Engagement Session how we worked on speed awareness with Brattleby.
2401-05- Dates were to be decided at today’s meeting.
2401.06- Cllr Newham confirmed that the website was up to date.
2401-07 Cllr Sneath had reported the issues on Fix my Street further report below
2401-09- The Clerk had purchased the amplifier, as agreed.
2402-02 – TWINNING WITH MOHNESSEE – There had been a meeting between Greg Algar, Landlord of the Dambusters Inn and Charlie Hebborn, Head Teacher of Scampton C of E Primary School and Cllr Bulteel. The possibilities are being explored and will be followed up during a visit of people from Mohnessee. Action Cllrs Bulteel and Patterson
2402-03 VILLAGE SIGNS – Mr Colin Wilson came along to show some examples of ideas for the village signs. He quoted a cost of about £400 per sign. Everyone should take photos of other villages’ signs as examples for discussion. Action all Councillors
2402-04 LAW ENFORCEMENT AND SPEED AWARENESS
The latest downloads from the SID boards had shown a slight improvement in the speeding rates. The SID board at the top of the hill, which was not charging effectively, would have an extension pole fitted to raise it. Cllr Davies was supplying some extra 30mph signs. It was suggested that if we do not get the 30mph area extended up the hill we could ask for countdown markers. Action Cllr Sneath
2402-05 LITTER PICK
As there was a problem with litter that had blown about in the wind there would be a pick on Monday 10th February, starting from the Vulcan Club at 10.00am. The rest of the dates for the year would be agreed at the next meeting. Action Cllr Sneath
2402-06 WEB PAGE AND SOCIAL MEDIA
It had been brought to our attention that the Grant Application Form was not on the website. A proforma would be available for discussion at the next meeting. The person, who had brought it to our attention would be asked to come to the next meeting to present their case. Action Cllr Newham/ The Clerk
2402-07 HIGHWAYS AND FOOTPATHS
Highways had attended the walk about and found it useful. Many faults had been reported on Fix My Street. The narrow footpath between Scampton and Aisthorpe had also been noted for action. The County Council was looking to adopt the road and footpath on 617 Court, but the footpath problem was still not sorted. A public meeting would be arranged to finally decide a way ahead. 2402-08 FUTURE OF SCAMPTON
Cllr Bulteel had sent a reply to the Home Office, on behalf of the Parish Council, and WLDC has asked permission to use the letter in their latest legal challenge. There is to be an Inter Parish Council meeting on 14th March, to which the press, Home Office and WLDC would all be invited. A vote of thanks was given by Cllr Sneath to Cllr Bulteel for all his hard work.
2402-09 IT
The amplifier had been bought but it would be necessary to purchase some cables. Action Cllr Somerville
2402-10 HEALTH AND SAFETY – Following the village walk the poor condition of the pathways were noted.
2402-11 ENERGY
The Clerk had changed the electricity supplier to Yu Energy and this had reduced the costs by approximately 50%.
2402-12 COMMUNITY SOCIAL EVENTS
The large marquee from Flinton PC was for sale at £600. It was proposed by Cllr Patterson, seconded by Cllr Newham and agreed unanimously that it be bought for future PC events. Action Cllr Bulteel
The date for the Christmas Light Event was decided as 30th November 2024. The date would be confirmed with the school. Action The Clerk
2402-13 POLICIES
There are no new Policies for adoption, they are all on the website.
2402-14 FUTURE PLANS
There were no updates.
2402-15 DISTRICT COUNCILLOR
Cllr Patterson reported in future dog and litter bins would have QR codes to enable people to report missing or broken bins.
In future, in a bid to prevent fly tipping, WLDC are going to pilot a scheme, whereby people would be able to hire either a 660 litre bin for £50 or a 1100 litre bin for £60

Crime figures from Inspector Head.
2402-17 FINANCE
The Clerk reported the following regular payment had been made:
- Yu Energy £44.19
It was proposed by Cllr Bulteel, seconded by Cllr Patterson and agreed unanimously that a copy of the book “Local Council Administration” by Charles Arnold-Baker be bought for use by the PC. Cost £140. Action The Clerk
A quote for the grass cutting for the coming year had been received and there was no proposed increase. It was proposed by Cllr Bulteel, seconded by Cllr Patterson that Green Grass Contracting be appointed grass cutters for the coming year. Action The Clerk

2402-20 DATE OF NEXT MEETING – The next meeting will be shortened meeting and will be held on Thursday 7th March 2024 at 6.00pm in the BSA Hall, Aisthorpe. It will be followed by the inter Parish Council Meeting.
Being no further business the meeting closed at 8.35pm
