MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 4 DECEMBER 2025 AT BSA HALL, AISTHORPE
ATTENDANCE: Cllrs. Bulteel (In the Chair), Sneath, Newham, Patterson, Quincey and Thompson together with Brian Elliott (Parish Clerk).
APOLOGIES - Apologies for absence were received from Cllrs. Somerville and County Councillor Wimhurst.
REGISTER OF MEMBERS’ INTEREST – No interests were declared.
12.04-01 OPEN FORUM – No members of the public attended.
12.04-02 MINUTES – Councillors Sneath and Patterson proposed and seconded ratification of the previous meeting's minutes, which were approved for signature.
12.04.03 - HIGHWAYS AND SPEED AWARENESS A meeting with the County Councillor discussed speed limits at the south end of the village and out to Tillbridge Lane, requests for a footpath on the western side of the A15, and solutions for the difficult junction from Scampton Cliff onto the A15. We are awaiting outcomes. Meanwhile, the results from the speed recording equipment were noted but no action is needed until the recent changes have bedded in.
12.04-04 LITTER PICKS – The November Scampton Cliff Litter Pick was successfully carried out with five people attending. Ideas for next year’s programme were also discussed but action from McDonalds on lidded bins is unlikely at present.
12.04-05 WEB PAGES & SOCIAL MEDIA, IT., BARNES WALLIS CENTRE, ENERGY, PLANNING and POLICIES: Nothing new to report on any of those items.
12.04-06 FUTURE OF SCAMPTON – LCC’s Legal Services unit had been approached about handling conveyancing work on the expected transfer of Annington Homes owned land to the Parish Council. It was anticipated that Annington would cover the costs involved.
As for a “Whole Parish” Neighbourhood Plan, proposals were being formulated for a programme of work with results presented, and paid for, on a monthly basis over ten months – although dates for public consultation exercises were needed soon.
12.04-07 HEALTH & SAFETY- Visual inspections had confirmed that no urgent action was needed on lamp standards and routine maintenance plans need not be compiled until next year.
12.04-08 DEFIBRILLATORS – MOD insist that they must handle work to install a defibrillator at Scampton Cliff nursery but the cost to us is not yet clear.
12.04-09 COMMUNITY SOCIAL EVENTS – Arrangements for the Christmas event (13 December) and film (18 December) were finalised with caterers being contacted to confirm their insurance cover.
12.04-10 QUEEN’S CANOPY – Tree planting has been deferred pending formal approval from the landowners but it should take place before the planting season ends in February.
12.04-11 FUTURE PLANS – Two Community Skip events are planned for 2026, one at Easter and the other around the Late August Bank Holiday.
12.04-12 AIR CREW STATUES – A decision on the WLDC grant for this project is expected just before Christmas and, if approved, work should begin straight away.
12.04-13 VILLAGE VENTURE – Without survey data, and given the potential cost, it was decided not to proceed with plans to feature the Council in this publication.
12.04-14 DISTRICT AND COUNTY COUNCILLORS’ REPORTS – There was nothing new to report from either Councillor.
12.04-15 CORRESPONDENCE – Apart from the usual regular newsletters, the main correspondence centred on (a) residents’ concerns about lighting and damage to cars on Scampton Cliff, (b) potential road closures and restrictions for Showground events during 2026 (c) opportunities to participate in various trials, surveys and consultations.
Item (b) was noted, while Councillors were invited to take forward anything of interest in item(c). Meanwhile, information will be sought from Annington and the Police to help provide a response to item (a).
12.04-16 FINANCE – On a proposal by Cllr Bulteel (seconded by Cllr Thompson), the expenditure in the Schedule was approved and, in addition, a payment of £64.56 for replacement Christmas lights (with warm thanks to Mr Nicholson for all his work).
The contents of the audited Half Year Accounts were noted and – as proposed by Cllr Patterson and seconded by Cllr Quincey – the completion of the Letter of Engagement with Agent Armour for payroll and audit services was approved.
12.04-17 NEXT MEETING – The next meeting will be on Thursday 5 February 2026 at the usual venue and, for now, will include only the standard agenda items listed below. The provisional precept agreed at the last meeting was formally adopted for submission ahead of WLDC’s January deadline.
