MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL
HELD ON THURSDAY 7th DECEMBER 2023 AT BSA HALL,
AISTHORPE AT 7.00PM
ATTENDANCE: Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Thompson, Newham, Rumble and Mrs B Young (Clerk). County Councillor Butroid, Sgt Paul Richardson and 2 members of the public were also present.
APOLOGIES: Due to having Covid Cllr. Somerville sent his apologies. This was accepted. Cllr Patterson was also absent.

Members of the Council were reminded that at any time during the meeting they could declare an interest.
2312-01 MINUTES
Minutes of the meeting held on 02.11.2023 were proposed by Cllr Bulteel and agreed unanimously and signed as a true record of the meeting.
2312-02 LAW ENFORCEMENT AND SPEED AWARENESS
Sgt. Richardson explained his role is to problem solve with SERCO and other authorities once the asylum seekers arrive. It will also be education of migrants as to acceptable behaviour. It is, at the moment, involving dealing with the protestors.
There had been 2 speed monitoring sessions, Scampton on 4/11 of 122 vehicles 3 were speeding. Brattleby on 13/11where of 112 vehicles 7 were speeding. The figures from the SID boards had been uploaded and the % of vehicles speeding was about the same as previously, although figures at the top were marginally improved. Cllr Sneath would pick up an additional 4 speed notices. From January onwards the figures would be published with those for the previous year for comparison. Action Cllr Sneath
2312-03 LITTER PICK
The last litter pick was held on 26.11.23 only 4 people had turned up. In the new year John Ferguson would be provided with the dates of the forthcoming litter picks to try to get permission to use the Barnes Wallis Centre. Action Cllr Sneath

2312-05 HIGHWAYS AND FOOTPATHS
Cllr Butroid had requested Highways to carry out the repairs to the footpath by Lime Tree Cottage and the jet the drains to try to alleviate the flooding problems. The request for the moving of the speed limit at the top of Scampton Hill was still ongoing. Highways had been out 3 times to look at the request for yellow lines on Lincoln Road but with no problem to see. Next time there is an event we will have to take a video to send to them.
The location of a bus stop near the eco-houses would be investigated.
The farmer had refused the request of the developer to try solve the footpath issue. Another meeting would be arranged. Action Cllrs Sneath and Bulteel
2312-06 FUTURE OF SCAMPTON
The judicial review had been turned down on all three counts but WLDC has the right to appeal and need to request a review. If use of the site goes beyond 1year then Class Q doesn’t apply and the Home Office would have to seek planning permission. The PC had sent a letter to Robert Jenrick and in his reply he had only addressed one of the raised points.
The PC and Riseholme College had been refused admission to the Multi Agency Forum.
The next round of funding from FCC had been announced. Hoping that the PC would be able to acquire the gym for use as a village hall and meeting place, it was proposed by Cllr Bulteel that a grant towards maintenance of the building be applied for. Action Cllr Bulteel

2312-08 HEALTH AND SAFETY

2312-09 ENERGY
A quote for the supply of electricity by YU Energy had been received. Cllr Bulteel was going to check the conditions of supply. It was proposed that, providing the quote was as given then the PC would change supplier to YU Energy. This was seconded by Cllr Rumble and agreed unanimously. Action Cllr Bulteel, The Clerk
2312-10 COMMUNITY SOCIAL EVENTS
Cllr Rumble was given a huge VOT following the success of the turning on of the Christmas lights on a very cold evening. Cllr Rumble in return thanked those Parish Councillors who helped, Charlie, Head of Scampton C of E Primary School,Steve, Terry, Tony’s family Jake,Tash and Sarah and Dawn and Doug for doing the raffle.
The planning for the flypast on 16th May was going ahead. Action Cllr Bulteel
2312-11 POLICIES
The adoption of the Policies on Grievance and Press and Media were proposed by Cllr Bulteel, seconded by Cllr Sneath and agreed unanimously. They would be uploaded to the webpage. Action Cllr Newham
2312-12 FUTURE PLANS
The possible use of the Barnes Wallis Centre for some Parish Council meetings would be requested from Waddington.
A Dambusters Memorial, if a suitable site can be found.
A date for the turning on of the Christmas lights next year would be identified. Action Cllr Bulteel
2312-13 DISTRICT COUNCILLOR
No report due to the absence of Cllr Patterson
2312-14 CORRESPONDENCE
Request from Millcroft Homes to name the new properties in the village 1 – 3 Granary Court. There were no objections.
Information from the Neighbourhood Policing Team
2312-15 FINANCE
The Clerk reported the following regular payments had been made:
- Green Grass Contracting £168.36
- City of Lincoln Band £300.00
- Drax £292.74
There were no changes to the proposed Precept charges and the Annual Request Papers were duly signed
2312-16 PLANNING
30.11.23 #147639 – 9 dwellings off Nurthumberland and Westmorland Avenues. The Council objected on the grounds that it was not in the best interests of the community, no infrastructure to support the development. Cllr Bulteel

2312-18 DATE OF NEXT MEETING – The next meeting will be held on Thursday 4th January 2024 at 7.00pm in the BSA Hall, Aisthorpe.
Being no further business the meeting closed at 8.55pm
