DRAFT MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD ON THURSDAY 6 AUGUST 2026 AT BSA HALL, AISTHORPE
ATTENDANCE: Cllrs. Bulteel (In the Chair), Sneath, Newham, Quincey and Thompson, together with Brian Elliott (Parish Clerk) and 7 members of the public.
APOLOGIES – Apologies for absence were received from Cllrs Somerville and Patterson.
DECLARATION OF INTERESTS – There were no declarations of interest.
08.06-01 OPEN FORUM – The only point raised by the public concerned drilling operations on Scampton Cliff, which the Chairman will investigate.
08.06-02 MINUTES – Cllrs Sneath and Quincey proposed and seconded ratification of the previous meeting's minutes, which were approved for signature.
08.06-03 HIGHWAYS– Some replies had been received to the letters requesting support for changes to the dangerous Scampton Way/A15 junction but no recipients could be of direct help. Meanwhile, marginal adjustments had been made to deal with a problem with Scampton Village grass cutting arrangements, but action was needed to tackle weeds on Scampton Way.
08.06-04 LITTER PICKS– The next main litter pick will be on 6 September, but the local Rainbows group had already carried out some welcome tidying work. Improved bin emptying at the Viewpoint, in conjunction with West Lindsey District Council (WLDC), was currently working well. However, a new bin was needed for the Stake Park and the £170 expenditure involved was approved.
08.06-05 CIL RETURN – Items to be included on the report to WLDC detailing spending of Community Infrastructure Levy funds would concentrate on the purchase of physical items.
08.06-06 ENERGY – How a new street lighting contract would work was still to be determined, though WLDC involvement was one possible outcome. On a proposal by Cllr Bulteel, seconded by Cllr Thompson, approval was given for expenditure on any inspection needed to enable progress.
08.06-07 INSURANCE – Having sought other quotes, it was decided to accept the Zurich Insurance quote for revised cover. It was re-affirmed, however, that any replacement policy should specify the Council’s Community Social Events (and the maximum attendees) and, ideally, have a November renewal date.
08.06-08 NEIGHBOURHOOD PLAN – Results from July’s public consultation will be fed into the draft Neighbourhood Plan so progress can be made. Authority in principle was given for the remaining stage payments providing all proceeds well.
08.06-09 DEFIBRILLATOR – Although more costly than expected, approval was given for the purchase and fitting of the Scampton Cliff defibrillator. Cllr Bulteel proposed and Cllr Thompson seconded.
08.06-10 COMMUNITY SOCIAL EVENTS – Arrangements were proceeding well for the Christmas Fair and details were being finalised for the Christmas lights switch on and film on 28 November. Accounts were needed, however, for the 2026 May Fete.
08.06-11 FUTURE PLANS – The next Community Skips will be on Friday 4 September (2pm to 4pm) but ideas were needed for other initiatives.
08.06-12 QUEENS CANOPY – Frustration was expressed that the consent of the landowner had prevented Queens Canopy trees being replaced last year, and Cllr Newham read her letter to that owner (Home Office) to try to prompt action this time.
08.06-13 AIR CREW STATUES & BENCHES – Work on the statues was effectively complete but more discussion was needed with the landowner of potential sites about locations for the benches.
08.06-14 WEB PAGES & SOCIAL MEDIA, FUTURE OF SCAMPTON, IT., HEALTH & SAFETY and DISTRICT and COUNTY COUNCILLOR REPORTS: Nothing new to report.
08.06-15 CORRESPONDENCE – Apart from routine newsletters, the main correspondence concerned (a) a consultation exercise about Scampton School’s proposal to join a Multi Academy Trust (b) Lincolnshire Police’s successful Road Safety blitz in early July and (c) training beginning for Police Community Support Officer recruits, (d) the next round of the County Council’s public rights of way grass cutting in September, (e) a proposed booking system for Household Waste Recycling Centres and (f) details of “30mph Wheelie bin stickers” being on sale.
Councillors had already said they had no issues with item (a) but rejected item (f) and noted the remaining items.
08.06-16 FINANCE – £20,000 was now in a higher interest account at Charity Bank with £37,000 in the main account there (which yielded £390 interest in Quarter 1). In addition, the “Year to Date” figures were presented and will help shape an informal Budget Meeting later in the month. Meanwhile, the sums in the Schedule were noted and, where necessary, approved on a proposal by Cllr Sneath, seconded by Cllr Bulteel
08.06-17 PLANNING – Decisions were confirmed that the Council made no objections or observations to the renewed consent of a temporary classroom at Scampton School or on the creation of a Community Liaison Group for the nearby solar projects.
08.06-18 NEXT MEETINGS – These will be on 3 September and 1 October.
There being no further business the meeting closed at 8.15pm.
