draft        MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL  HELD ON THURSDAY 4th APRIL 2024 AT BSA HALL,

AISTHORPE AT 7.00PM

 

ATTENDANCE   Cllrs. Bulteel (Chairman), Sneath (Vice-Chairman), Newham, Patterson, Thompson, Rumble and Mrs B Young (Clerk). 1 member of the public was also present.

 

APOLOGIES –Apologies were received and accepted from Cllr Somerville.

Members of the Council were reminded that at any time during the meeting they could declare an interest.

 

2403-01 MINUTES AND ACTIONS

Minutes of the meeting held on 07.03.2024 were proposed by Cllr Sneath, seconded Cllr Newham, agreed unanimously and signed as a true record of the meeting.

ACTIONS:

2403-06 - A grant of £100 had been received from Encore towards refreshments.

2403-07 – Cllr Newham had posted the Grant Application Form on the website.

2403-10 – The speakers still have to be installed.

2403-14 – Cllr Newham had placed the new approved policies on the website.

2403-16 – Cllr Rumble had updated the notice boards. The Clerk had contacted WLDC regarding the name change at RAF Scampton.

 

 2404-02 TWINNING WITH MOHNESSEE – A delegation from Mohnessee are due to visit the weekend of 17/19 May. The itinerary includes: Friday, there was to be a live streaming between Scampton and Mohnessee from the church, on Saturday there is a visit to the  Guildhall in Lincoln followed by a visit to the Bomber Command with lunch. On Sunday there is a joint service in the church.

 

2404-03 VILLAGE SIGNS – As twinning with Mohnessee has been postponed it was decided to carry on with the design of the village name signs. Designs, including a Lancaster bomber, would be available for the next meeting based on the shape of the Dunholme sign, with the type face of the Welton sign. The new sign for RAF Scampton would be produced once the name change had been confirmed by WLDC.

 

2404-04 LAW ENFORCEMENT AND SPEED AWARENESS – The old/damaged 30mph signs have been replaced with new, both in the village and at RAF Scampton. The latest figures from the speed cameras,  show mixed results, some improvements and some regression over last month. A Speed awareness session was held on 9th March with 10 people speeding, 7 were cautioned and one was issued with a ticket. A further session was held on 23rd March and of 219 cars 7 were speeding.

  

2404-05 LITTER PICK – A litter pick had been held on 24th March, to which 16 people turned up and 12 bags of rubbish collected. Refreshments were provided for those who helped.

     

2404-06 WEB PAGE AND SOCIAL MEDIA – Everything was up to date.

 

2404-07 HIGHWAYS AND FOOTPATHS – The majority of potholes had been repaired after being reported on Fix My Street. We have been told that the flooding by the church will be investigated by a couple of teams in the next 2 – 3 months. One  team will come to investigate the problem and hopefully the other will fix the problem.

 

2404-08 FUTURE OF SCAMPTON  - Cllr Bulteel would write a letter regarding the threatening behaviour of some of the security guards at RAF Scampton. - Action Cllr Bulteel
 

2404-09  IT – There was no report.

 

2404-10 HEALTH AND SAFETY – A Risk assessment will be needed for the Dambusters Event.  - Action Cllr Somerville

 

2404-11  ENERGY – Nothing to report.

 

2404-12 COMMUNITY SOCIAL EVENTS –  Dambusters Event will take place on16th May. The flypast is confirmed for 6.10 pm with 3 passes taking place. Refreshment stalls have been booked but unfortunately the provider of the Sound System has pulled out today. Lindum have kindly offered to donate a skip. It was proposed by Cllr Patterson, seconded by Cllr Sneath that the toilets be booked at a cost of £256, this agreed unanimously.

The RAF is interested in purchasing the marquee that the PC had wanted to buy, so this was on hold at the moment.

It was proposed by Cllr Sneath, seconded by Cllr Patterson and agreed unanimously that flyers advertising the event, up to a value of £50, be bought. The Councillors would deliver them.  - Action Cllr Newham/All

 

2404-13 POLICIES – There were no new policies this month.

 

2404-14 JUBILEE TREE WALK – We were waiting to see which trees come into leaf before any further action is taken.  - Action Cllr Rumble

 

2404-15 FUTURE PLANS – There was noting to discuss at the moment.

                                                                                         

2404-16 DISTRICT COUNCILLOR - Cllr Patterson had nothing to report.

 

2404-17 COUNTY COUNCILLOR – Cllr Butroid was not present at the meeting.

Unfortunately our grass cutters were unable to do any cutting this year. Please could you let the Clerk know of any other contractors, so that quotes can be received before the next meeting.  - Action Clls Sneath/Newham

WLDC had confirmed that the perceived increase in the precept was due to a reduced number of MOD properties being inhabited, therefore the same amount was divided among less households, This was despite the fact that Sampton PC had not increased their precept request.  - Action The Clerk

A deposit account would be opened with the Co-operative bank. Action The Clerk

147991 20.03.24 Realignment of the footpath to the bus stop at 617 Court. Already done.

2402-20 DATE OF NEXT MEETING – The next meeting will be the Annual Parish Council Meeting to be held on Thursday 25th April 2024 at 7.00pm in the BSA Hall, Aisthorpe.
